Consider voting by survey. But should we trust it? No. In the linked example, there are separate preference and weighting questions. But the poor user interface for weights might lead people to incorrectly give a low weight to a preference with which they disagree strongly. And how were the issues chosen, they may not have included one a care a lot about.
